Cornwall Council is responsible for matters relating to: council tax and business rates, benefits, refuse and recycling collection, roads, highways and parking, the registration service, education, social services including blue badges, fire and rescue, strategic planning, development control, trading standards and environmental health.

Launceston Town Council provides a range of services, manages several properties and sites of historical interest and provides a number of social and recreational facilities for Launceston.
The Town Council acts as a lobbying force with regional and national government, appoints councillors to sit on outside organisations and works to promote and support Launceston.
Launceston Town Council has 16 councillors elected for a term of four years. The next Town Council elections are in May 2029.

BUDGET 2026/27
The Council has set its budget as required for 2026/27. This is calculated based on the costs to the Council to continue to operate the services it provides and the staffing levels that are needed to provide those services. For the forthcoming financial year the expenditure of the Town Council is estimated to be £2,602,155. This total will be met by income generated from the Council’s assets, which is estimated at £250,965, grants to the value of £1,060,000 and the remainder will be raised by the Town Council’s share of the annual Council Tax bill (precept) which will be £1,291,190.
The Council Tax figure is always shown as an average, which by default is a Band D property. To calculate this Band D cost, we divide the amount of precept we need, by the tax base we are provided by Cornwall Council. The calculation for this year means that Launceston Town Council will charge a Band D property £389.83 for the year. This equates to a cost per Band D household of £1.07 a day.
As many of the properties in Launceston are in Council Tax bands A to C, the sum paid by the majority of households in the town boundary will be below the average annual charge.The chart below shows the costs for each respective band for houses in Launceston paid to the Town Council;

- Utilities (Gas, electric, water) – £57,580
This year the Council has agreed budgets for repairs and refurbishments to Council properties, including repairs and maintenance to the Town Hall and the installation of new staff and storage facilities at the grounds compound.

The range of assets and services which Launceston Town Council is responsible for is considerable. In addition to the library, museum and public toilets, skate park and play areas, the uses in the Town Hall building ensure a wide range of events and most importantly provide space and opportunity to community groups, schools and charitable organisations, whilst the business use of the site ensures an income stream to the town.

Launceston Town Hall is the largest and most exciting venue in North Cornwall for live music, theatre, comedy, cinema, markets and shows.
The Hall is an award winning building with state of the art lighting and sound systems, it is fully licensed, adjacent to a 128 space multi-storey car park (which is free after 6pm), and even boasts under floor heating to ensure the 450 capacity Main Hall is nice and toasty on the darkest winter nights!
